Development, the Ministry of Communications and Mass Media and Rostelecom have created a working group based on the project “Crowdsourcing platform for interaction with the Internet audience based on the IRI expert community”, which will be engaged in testing Internet messengers for the state.

The group's task is to collect proposals from Russian messenger developers and organize tests of all products in departments and state enterprises. Based on the testing results, a technical assignment for the "state messenger" will be formed and an executor will be selected.

The working group includes Advisor to the President of the Russian Federation, Chairman of the Council of the IRI German Klimenko, Deputy Head of the Ministry of Communications Alexey Sokolov, Vice President of Rostelecom Alexey Basov, other representatives of the Ministry of Communications, Rostelecom, IRI, as well as developers.

A total of 34 applications were submitted, in particular from VimpelCom georgia whatsapp number list , MegaFon, Rostelecom, Mail.ru Group, RT-Inform (part of Rostec). It is planned that the messengers will be tested by IRI experts for two weeks, and then by government agencies and state-owned companies. After the check, the Internet Development Institute will draw up a shortlist of messengers and the terms of reference for their improvement. The improved messengers will be recommended to government agencies and state-owned companies.

"It is necessary to understand that the state is a structure of enormous complexity, and Telegram is not suitable as a messenger. It should be based on hierarchy - who can communicate with whom," said German Klimenko.

The working group at the "Crowdsourcing platform for interaction with the Internet audience based on the IRI expert community" developed requirements for the state messenger. According to the document, the messenger must be included in the register of domestic software maintained by the Ministry of Communications. The requirements note that officials can work with two types of information - with the "secret" stamp and without it. Therefore, the creation of two messengers is justified: for working with classified information and without the ability to work with state secrets.
