The first thing you need to do when starting to promote a website is to collect suitable keys for work. Many people use a standard approach, which is not quite suitable for regional promotion. Here you should act a little differently.

Built-in free mechanisms in Google and Yandex
In Google it is Keyword Planner, and in Yandex it is wordstat.yandex.ru. You don’t need to pay for using the services, plus there is the possibility of setting up a regional filter.

This refers to Ahrefs, Serpstat, Majestic, Moz, Semrush. They do not fully display keywords that have a geographic reference. For example, Serpstat will only show search words that work in Yandex for large Russian cities. But Ahrefs collects information for the entire country, and the regions are not indicated in any way.

And yet, paid services can be used for regional promotion and with their help to search for keys. You only need to write the name of the city next to the key. In this case, the system will display the frequency, authority, cost per click - indicators that are significant and useful.
