The practice of lobbying is intrinsically associated with the principles of the democratic regime, since, although it is commonly related to illegal actions and corrupt acts, the activity is not only legitimate, but necessary.


This is because it deals with the defense of interests of any social groups or organizations in addition to the ability to directly influence the course of public power decisions.

Bill 1202/2007 , for example — which provides that any person, whether natural or legal, public or private, may engage in lobbying activities to act alongside the Legislative and Executive branches — is about to complete 14 years of processing in the House and is awaiting a discussion in the Chamber of Deputies.


On the other hand, while lobbying regulation is not yet complete, the activity was already recognized by the Ministry of Labor in 2018, under the name of “Institutional and Government Relations professional (RIG)”, and has been gaining space in the market.


According to a survey carried out by the newspaper O Estado de S. Paulo , through the Access to Information Law , the number of professionals who practice lobbying has increased.
